Weighted Indexing is a groundbreaking approach, offering a structured yet transformative system for evaluating and implementing reservation policies without altering the constitutional framework. The essence lies in identifying and prioritizing those most deserving of reservation benefits. 

The philosophy is simple yet powerful: those with a lesser score, denoting a more disadvantaged background, will rightfully receive preferential treatment in accessing reservation benefits, effectively aligning with the profound principle of ‘Antyoday’ – uplifting the most underprivileged to mainstream opportunities.

 The reservation policy aims to level the playing field for the highly backward classes, integrating them into the mainstream. Through Weighted Indexing, prioritizing these groups can bring us closer to realizing the vision of ‘Antyoday’ – uplifting the most marginalized towards progress.

THE CRITERIA MAY BE AS FOLLOWS

Place of Education so far

Whether Rural or Urban. We all understand very well that a student living in rural area has to struggle hard and work more in order to get same marks as compared to a student studying in Urban area. That’s why it is proposed to give some negative marks to the student from rural area in order to give him priority for reservation.

School / College

A. Negative marks will be given if candidate had takenPrimary school education in Municipal / Zila Parishad School for minimum 3 years
B. Negative marks will be given if candidate had taken Middle school education in Municipal / Zila Parishad School for minimum 3 years
C. Negative marks will be given if college / junior college education was in Rural area for minimum 3 years.

Parents' educational background

Also needs to be taken into consideration. There can be 4 tiers under this – Illiterate; NonMatric; Matriculate but not Graduate; Graduate and above. The less the education of parents, the more Minus marks will begiven.

If the reservation benefits are availed

Then Plus points will be added every time and so probability of getting reservation benefits will be less.

Girl child or woman

Initially only for the first entry point, girl child or woman will get special minus points so that their probability of getting reservation benefits will be higher

Single parent

Children with single parent (because of death of either parent) may be given some minus points.

Government Job

If either of the parents is already in Government Job for 1 year or more availing reservation benefits, then such person will get some Plus marks in order to reduce his/her claim on the reservation benefits.

Occupation of the family

Preference will be given to families with Nomadic occupation and minus marks will be given. One has to very well understand the definition of word ‘Nomadic’ here. For example, an officer who is away for his job for 6-7 years cannot be called Nomadic.

Family income

If the family income is less then Minus marks will be given to enhance possibility of getting reservation benefits. There can be different income slabs and depending on that it will be decided how many minus marks to give. The less the income, the more will be the preference.

Reserved constituency

In the reserved constituency if someone gets elected availing the reservation benefits, then he / she will not be entitled to contest again for the same post taking benefit of reservation again. However, the constituency will remain reserved as before, but a new candidate will get an opportunity to emerge as a leader. In this way a single person will not have a monopoly on the basis of reservation benefits. In this way there will not be any injustice to the first person who got elected earlier because he/she will still be eligible to contest but from open category without availing reservation benefits again and again. In this way we are NOT reducing the percentage or quota of the caste / tribe/ group, but we are trying to empower more and more people of that reservation category. This certificate will be issued only 6 months prior to the proposed elections

Government Job will be granted only for 5 years

Any Government Job will be granted only for 5 years under reservation benefits. It is expected that in these 5 years the person will be empowered and will be able to find for himself / herself new opportunities after 5 years. In this process nowhere, we are reducing the quota of reservations. When one person exits from this government job, another person from the same reservation category will be given placement in that place. In this way more and more beneficiaries will come under the reservation umbrella and this will help in reducing the gap between the elite and the down trodden.
